In order to further strengthen the management of kitchen waste, the Jiangxi Provincial Department of Housing and Urban Rural Development recently issued the "Technical Guidelines for Kitchen Waste Treatment" (hereinafter referred to as the "Guidelines"), promoting the harmless and resourceful treatment of kitchen waste throughout the province.

It is understood that after the implementation of garbage classification in Jiangxi Province, the amount of kitchen waste has significantly increased, and various regions have taken measures to improve the processing capacity of kitchen waste. However, after the completion of kitchen waste treatment facilities, due to high operating costs and residents' '"neighbor avoidance effect", kitchen waste treatment faces some difficulties and challenges, resulting in partial resource waste.

According to the Guidelines, kitchen waste is divided into three categories: food waste, household kitchen waste, and other kitchen waste. By analyzing the advantages and disadvantages of different treatment technologies and taking into account the actual situation in Jiangxi Province, it is required that all regions implement the principles of adapting to local conditions, prioritizing ecology, and energy conservation and low-carbon, implement the requirements of closed transportation of kitchen waste, preventing odor diffusion, and preventing leakage, and scientifically and reasonably select kitchen waste treatment technologies.

In addition, the "Guidelines" encourage various regions to explore the "pay for efficiency" model of assessing the treatment effect based on pollutant reduction. Through reasonable technical means, pollutant concentration measurement devices are installed at the front and rear ends of kitchen waste treatment to dynamically measure the pollutant concentration before and after treatment. The total pollutant reduction is calculated based on the treatment amount, and payment is made based on the total pollutant reduction and other effects.

The relevant person in charge stated that the release of the "Guidelines" is of great significance for guiding various regions in Jiangxi Province to scientifically and reasonably choose kitchen waste treatment technologies, improve kitchen waste treatment capabilities, and deepen the promotion of household waste classification work.
